Applies the void framework's prohibition-ritual pair analysis to legal systems at all scales of human organization, demonstrating that the prohibition-ritual architecture is convergent evolution toward thermodynamically stable Pe control. Introduces the Independence Theorem: ritual Pe discharge efficiency is a function of the ritual performer's opacity, collapsing to zero via inverse mechanism selection under conflict of interest. Applies the theorem to the EU AI Act, showing that Art. 31(5)'s independence requirement is thermodynamic enforcement. Provides falsifiable predictions testable against comparative constitutional data and regulatory capture case studies.
