Platforms apply, get scored (automated or manual + human review), and must meet ALL thresholds. Borderline cases (score 4, gradient 1) get additional manual review.

Continuous Monitoring

The monitoring is the product. Platforms pay for the badge AND the continuous monitoring that backs it. They're buying proof that their deployment is safe — proof visible to users, regulators, and competitors.

  • Automated probe runs monthly (or more frequently at platform's choice)
  • Score, trajectory, and vocabulary profile logged to public temporal database
  • All monitoring results are public — anyone can see score history
  • Platform receives monthly report with current score, trend, and flags

Revocation

Revocation is public and permanent in the record. The database shows: date certified, full score history, date and reason for revocation, and score at time of revocation.

VOID INDEX CERTIFIED PROBATION REVOKED

A revoked platform can re-apply after 6 months if they've remediated. Re-certification requires meeting all qualification thresholds again plus human review of what changed. Re-certification fee: $750.

Conflict of Interest Protections

The S&P problem: We earn $500/year per certified platform. Every revocation is −$500/year revenue. This is the same conflict of interest that caused the 2008 financial crisis — rating agencies rating the entities that paid them. The framework's own advisory council flagged this.

Initial thresholds (≤4/12, escalation at 5, revocation at 7) are v1 thresholds, subject to calibration. Adjustments follow the ratchet rule — can tighten, never loosen.
